1) Yes, based upon rank. All neutral-site
2) It will be a common deadline, a little before the start of the first game. More specifically, it will be implemented like the transfer deadline in that a player must be LISTED by a set time in order to be eligible if the sale completes.

To be precise, the B3 transfer deadline will be the 12th of March, and acts just like the Playoff Deadlines.

Does this mean that you cannot buy players after 12th of March for the B3 or that you have to put players on the transfer list before e.g. 15pm on 12th of March and would be able to buy them up until sunday? That question just arose in the german forums ... would be nice to clarify that. Thx in advance.

And the ones that we are doing predictions how we can know what players can play or not?¡

It would be nice if there's a difference from the others players so we havent to check it player by player because making predictions it takes a lot...

Deadline hasn't passed yet. All players on roster are still eligible.
So we will see if there is any difference between eligible and inegilible players. But I don't expect many purchases after the deadline among B3 teams.

Why would teams throw B3 games?

I think the standings tie breaker should not depend on record, but on strength of schedule ( average world rank of teams played against).

I think depending on record is fine.
But the draw could be little bit less based on random. Something like dividing teams to 4 pools according to quality level (probably based on World Rank, even if there are very strong team that would be in pool 2 or even 3) and each team will be drawn 1 home and 1 road game against random team from each pool. So it would give 8 games for Group play as it was this season.
Only trouble I see that total number of team should be commensurable by 8, not just even number as it was this season. As each pool should have the same number of team and this number should be even.
