I think you are not correct. I think that the chances of every type of shot are pretty much fixed for every tactic. And not only inside vs outside. I mean every type of the around 20 type of shots that there exist.
You can test that on a irrelevant game. Play with 5 centers (or 5 shooters) and play an outside (inside) tactic. You will see.
