In Italy exist a main public friendly cup from nine seasons,and some minor cup(from V user only,but if they want they could choose also the main cup,at the all star break the first users that subscribe,play),and I can ensure you that they are competitive,because teams of high categories have very good reserves to deploy in scrimmages,and some team which has nothing to choos to the tournament plays with their best players for the pleasure of beating some team of higher categories(I was eliminated from a user that deploys a member of italian under 21 team)
I know that also in Spain exist some friendly cups,and i am almsot sure that many other communites organize their friendly cups
