How can you back up this theory? There have been a handful of games and unless you went in overdrive and analysed a good 100+ games, you can not really get a feel for what this change is going to bring. Why would they change part of the engine and say they need to boost SB's importance to improve it so minimally? SB wouldn't be any better than before. You're also under the assumption that SB doesn't have an effect on players when they aren't "contested shots" said via the gamefeed. Are we 100% sure those are the only contested shots, how do we know that "intimidation" doesn't come into play when you're playing somebody who has very good SB or that their stats won't be skewed once they do get blocked thus putting more importance on blocking. There are numerous ways they could go with the GE change, I understand you're proposing what you think and I don't mean to be a complete A-hole but just remember to tell people to take your advice with a grain of salt when you're giving a theory. Somebody might come by, read this, then be on their merry way and SB could all of a sudden be the most important stat. Not to mention most of the games that we've analysed aren't players that are of any caliber (scrimmage teams) so any data we do collect is also skewed in the favor of crappy player builds usually.
