Well... there's an hidden attribute that makes the players foul more or less.

The positive is....That they could injure an opposing player with one of there many fouls.
Seriously, seems harsh but it is the only thing I can think of.

the other positive is that they could commit two flagarent fouls in one match and be ejected
you dont get to see that very often - exciting
i have a guy who leads my league in pfs and is top 50 in all of australia he is also a trainee and one of my top 3-4 players so it is exciting to see how he will mess up my plans, training minutes and game shape each week

I have the same problem from time to time, last week one of my guys fouled out after 18 mins.
One thing that will help is if you play slower offenses so you have fewer possessions.

I know it is frustrating I had a center that did that last season when I picked him up. Then I changed defenses and his fouling slowed down so you might try that.

which is ok in a scrimmage but to you really want to have to change your strategies for this one guy - FOREVER?
it is early days so it may just be bad luck but if this guy is like PROMINENT in aggression he may foul out halfway through every second game for his entire career
you need to decide if you can live with that

Training defense really helped me a lot in a similar situation. Especially ID. These players also draw more fouls I heard. I play mostly outside tactics so I haven't noticed much difference.
