Well, I'd normally expect a pop in SB for every 3-4 pops in ID. Since you are aiming for 4 ID pops, I'd say you should still get at least one more secondary in SB.
The crowdsourced training data that wozzvt has been gathering actually shows that players around 6'5" and between the ages of 23-25 receive slightly less than half as much training as in ID from single-position ID training.
I don't have a lot of experience with a wide range of passing values on SFs, but I firmly believe that it's always good to get as much PA as you can fit into a build.
Edit: I looked at the data, and it's projecting that it will take you about 14 weeks of ID training and 10 weeks of PA training to get to 15 and 10, respectively. A pop in OD takes 3-4 weeks, same for a pop in RB. I'd probably be tempted to do 5-6 more weeks of PA and get him to 12 before starting the JS/1v1 training in the middle of his 25 year old season.
