I think your level 2 PR manager is the problem here.
Iam facing a bit the same problems like you have right now.
Some history with my team ,I got demoted from Div.1 ,and got back to 1 rigt away the season after .
The first season in Div 1 everything was sold out, with level 4 PR manager, and now it's a whole different story ,bleacher but also seats are not sold out ,and the prices are the same. And Iam doing pretty well with a second place in my conference.
Seems that my fans still have problems with my demotion ,so Iam thinking to get a a level 5 PR manager ,and hope this will make a difference ....

*level 2 manager ,is not good enough imo...

If my question would have been: Why is my arena not sold out? or Why is my income so low? You might have been right.

My question was: Why is my attendance / income dropping? For that i dont see a PR manager (had the same one since last season) as a possible explanation.

Oke ,what other explanation can there be,if your results are pretty good:).
I think you should try it,and see what happens ,it's not like a lvl 4 is very expensive..

**Ahhh ,,now I see the problem, you got promoted in season 25 to D2,your fans were very happy with that result. And than it does'nt matter what level PR manager you have, because you got the promotion boost. But now its a different thing your second season in D2 your fans have forgotten that,I know for sure ,if you get a better PR guy your income will be better...

cant please all the fans. It might be because who is not playing. How much faith are putting in your youth to start hard game..

it two side to please.. the winning hardcore fans and the building hardcore fans. You have to take risk with the line up and win games.

I play with the same lineup for almost a season now. My (drafted) trainees get increasing game time.
So this cant be a reason. This week my income dropped again, but thats probably due to losing the cup last Thursday.
Still, pretty poor income for a match 1st blue vs 1st red after a 10 league games winning streak...

No one can really say for certain.. The fans just are not buying or coming out. I mixed my roster up and my merchandise went up. Last week it went down some what,

Btw I was saying start a trainee in a huge game,
