Is it ok if we will start a thread in Estonian forum where people can post managers who they think are cheating.

Because people are saying they do not bother reporting any more because they see no feedback and the teams in question still keep their etc.

Sorry, I thought it was obvious. It's part of the no public court sessions rule.

This is a personal comment with no GM hat:
This rule keeps things simple. You don't accuse anyone, so you don't get accused for no reason either. The alternative wouldn't be pretty and there would be more work for the GM's.

So basically this applyes in the US correct? There is no way the public can actually punish the cheater. They can discuss the case in the forum report it and then let the GM handle it. The other way to avoid discussions and keep people reporting is to give feedback if the reported user has been fined. I do not understand why is that info classified? Why protect the villain?

Do you actually believe that all cheaters get reported??? We can not report most of the above value transfers because we can not see the estimated range after the deal has gone through. Perhaps you feel there are a lot of reports because there are 50 GM's total to deal with what? about 45k users?
