actually this is no combination of the other categories.

to get this up, or to keep it up, you must stay busy as a manager.

You have to DO things on regular basis.

This could be buying a new player or selling a new player. these are sure to work.

Also expanding your arena works for this category

I'm less sure about the following, but I think they also will work:
changing training
changing staff
changing line-ups and tactics

I'm positive it has nothing to do with how many times a user logs in to the game, however if a user doesn't log in for 2 weeks, he can't actually DO anything in that time either... so make sure that when you log in, you actually DO something with your team.
If you never change anything, your fans will think you don't care and leave them be...

I think its probably also based on cash on hand. If you've got a pile of cash and aren't investing it in players, an arena, staff etc., I think this rating will gradually go down.

this is possible, but far from sure.

if you read your sentence again you will se you are also telling one must DO something(s) in order to keep it up. I'm not so sure that the amount of cash available has anything to do with it, but I won't say it won't either.

Yes, its a guess on my part -- but I think it would be one of the simplest implementations and would tend to prevent the cash hording that goes on in HT.
