My answer regarding your question is divided into 2 categories:

A) short term NT-Management:
-Screening of Barbados players all over the world
-Motivate current managers of Barbados players to train the players in necessary skills
-Motivate current managers of Barbados players to bring / held them into a good shape
-Generation of a strength and weakness analysis of the Barbados roster
-Detailed analysis of the Barbados opponents to evaluate rewarding games and those which should be used to raise team motivation

B) mid term / long term NT-Managemnt:
-establish joined concept with U21-NT-Management
-create training-concept for young players in agreement with managers of Barbados players and rewarding them by giving a realistic perspective for the NT
-intensive contact / coaching (if desired) of Barbados mangers to strengthen local league und management skills

SO as I understand the biggest problem is players at the moment.

Well i think Barbados player training in Barbados teams shouldnt be a problem. Its a perfect situation for that - there arent many players (5 as i remember). So i think you really can't get to lower leagues which means that every manager could train at least one local young player I understand that there are only 5managers but thats a start and they could make a core of the u21team and also the big NT team after the players are over 21. I understand every GM wants to become champion here but at least let the player play as reserve and maybe give him a starter role in crimmage games. Also comunicating with other league managers with Barbados players would be great and maybe they would start doing what i said before cause most of the managers love some NT players in their team.
