Age is a significant issue when training. IF the 28 year old is your starter, then you can go ahead and and keep him at 48 minutes a week, and he will pick up a pop or two (assuming you train something 4-5 times and/or his sub-level is relatively high). Just view him as a veteran player who learns a trick or two during his career to make him do something better rather than a trainee that can get significantly better.
23 only pops maybe 8-9 times. 18 if you are good with rotation can double that up.
Potential has no reflection on speed nor longevity of training, it merely sets a point in which you are wasting your time to train him further. This is why i hate the name potential, it makes new players waste hundreds of thousands of dollars on talent that is nowhere near the value they think.
