ok, lets say competent trainer
18 year old 6'7.
I guess what I'm really asking is, measured in pops per season, what is the difference between a efficient training plan and a poor one?

My aim is for a trainee to average 10 pops per season from age 18 though 22. That should put them around 90-100 TSP. From age 23 on the number of pops per season will depend on what skills you want to put final finishing touches on.
