On the economy page, below your players' salaries, it'll have "Total Player Salaries:" and below that, the "Player Salaries Floor:". I don't remember if it's anywhere else in addition, but it's definitely there.

Salary floor has been determined already, at least in my league, so I have no idea why the TV contract hasn't been updated..

One is a percentage of another, I think it's different for different league levels. Check it up in the manual, and calculate it yourself.

TV contracts only update during the economic update, on Mondays.

The first econ update of a season has the previous season's values applied. That's because the players cannot be aged (and hence, their salaries aren't updated) because the U21 finals still need to be played.

The TV contract is calculated from the value of all player salaries in the league. So it doesn't make sense to calculate it until the player salaries update.

But my salary floor changed last week. It went from 131k to 144k. According to the game manual salary floor is 140% of the TV contract for leagues II.

So my TV contract should be 144:x=140:100. x=14400:140=102.8k

Is the salary floor going to change again at the monday update, together with the new tv contract? Or the tv contract is going to be 102k?

The salary floor is updated when the league salaries are updated on the Monday of the season rollover, so that won't change. The new TV contract is calculated at the same time, but there's no actual listing of the TV contract amount for future weeks anywhere, just what you've received in the past for TV contract - and the last one you received was the final one for last season. Next week, the economy update will see you receive the proper 102.8k contract in your situation.
