Asking a GM to ban your account isn't illegit. Illegit is cheating and not following the rules. There is no rule preventing a manager from wanting his team to be immediately discontinued.
I think this will come under a special case and there will be no probation period. A probation period is only when he is banned for cheating.

Regarding the code thing I don't really know. It's complicated like you said, but I'm sure the BBs/GMs have something special to reverse the code or something?? Like for example my team name was previously "Niga Higa Bullies' and it was found offensive by a GM so he asked me for a new name. The name was changed just a few hours ago. Normally you can change only in off-season. So I'm thinking maybe they have some loop-holes which they can use....

It makes no sense to quit and start again. He is in division IV, will get the first pick in the draft, could get a $1,000,000 player, will still not be at the bottom division next season, has the rest of this season to save, has his fans, his arena, his history...

For team who are around here for a long time i don't understand it totally, especially when there are good reasons like a country change in real life(i believe a famous example for it is Toroo)

But there are some thinges who wouldn't be good, when we allow it in general:

- people registering X times till they end in a league they like, with the starting player they like.

- the team go bot, and in many cases uneccessary. This is normally not so good for the fun of the other teams, and if you need to wait a month you don't do it without a "real" reason. And making some minor faults, is often the reason for those request.
