its never really been that accurate more of just a guide.
mainly because inside and outside salary are so different.

Salary has never been the true cap, just a rough estimation of where they'll end up. From my readings through the last couple of seasons, it seems to be more a skill based cap rather than salary, that is the max number of skill points a player can acheive.
