To get him u21, you'll need at least a superior trainer and get him this skill set.
OD: Most important, the U21 Manager is looking for this high up, trust me, I contacted him via BB-Mail already. Don't waste your time on OD just now though, because it is VERY hard to train. (2 weeks usually with an exceptional trainer) The best prospect that you can start with is respectable or more OD. Sensational at least. Also, all U21 Managers look for a SG with good OD. That's why I hopped on Altoy Sanslisoy. Prolific OD is hard to come by.
JS: Second most important, this is an eye-catcher, and it will work with your motion offense, and with the U21. Tremendous at least.
JR: Just balance it out. Make sure JR is never under Prolific.
Driving: This will allow him to make better shots for himself. He won't need this much for U21 with stud PGs feeding him, but it's a great Asset to have. Sensational or higher.
Handling: Less TOs. Prominent Minimum.
Passing: Less TOs. Proficient Minimum.
This will get his salary up to 80k minimum, I think, and it will take at least 2-2 1/2 seasons to train using a superior trainer.
This math was done by the Great Stinger. If you ever choose to sell him with this skill set, he will sell for 3-5m.
