Simple evidence: China has a lot of teams = big country and yet their teams seems to be very competitive - often winner - in B3. If what you said were true, than we would have a top10 teams in the world from (almost) lost (!) countries. Take a look at the best teams right now. They come from big countries.
There is probably less competition in small countries, but definitely no more money on the plate.

If a team starts in China. They might be in the 7th league. and It will take them many many seasons to jump to the 1st league where they can maximize their ticket sales... but for a small country, it can take new teams only one season to reach the main league where they can maximize their ticket sales...
