First will be the better shooter (20 JS), followed by the second (18 JS) and lastly the 15 JS one.
Iirc shots work like this: JS indicates how good is your player's ability to shoot. The further away from the rim, your player's shooting ability will decrease. So the higher the JR, the less the decrease of your player's shooting ability.
Basically a 1 JS 10 JR player might have almost no difference from a 1 JS 20 JR player when shooting from the key (they are still very terrible in shooting, so don't expect the decrease to be any significant), while a 20 JS 1 JR player will definitely shoot better than a 10 JS 1 JR player from the key.

In my experience best shooter is 20(+)JS 13-14JR
Higher JR takes just more shots behind the arc , shot quality isn't any better on JR20 vs JR14
