I think you should really get out of the mindset of wanting money and winning in the short term. I made that same mistake and I've tumbled between IV and V ever since. I'd suggest you make your arena bigger, for the LONG TERM.

Build the arena that you can pretty much fill. Empty seats do not score a point nor defend an opponent, and the money you waste on empty seats can be put to good use on your roster.
