If most teams have the Power Forward or Center as their best player(don't mix up best and highest salary) then as a result their ID will be quite high. So it will be tough to build a team centering around big men to overcome their ID. On the other hand, a team centering around big men and who play LI DO get a lot more offensive rebounds. So I don't think there is a straight answer to this question, I personally prefer a balanced team who is flexible with many tactics to exploit the weakness of the opponent, whether that be ID or OD.
EDIT: Only owning other teams on Rebounding doesn't make one successful, you need to exploit defensive weaknesses also. Also, as you say, monster teams that center around Cs and PFs have a lot of REB so its gonna be hard it the first place to 'own someone on reb'.
