Grade rating is a more accurate reflection of current skills. So when u first scouted him he had 5 balls star rating. A+,A and A- are sublevels of this 5 ball rating.

Wrong. A+ is VERY important. But like everything in the draft it is random. A+ may only be $1 more than an A player, but you also have the chance of getting an $7,000 dominator that will change your team forever. Even 19 year olds can be great if they are A+. I would need a strong reson no to take an A+ player if his potential was the same as someone else I was considering just because of the chance of getting someone really special.

You can build a franchise player with atrocious skills, it just takes longer, and doesn't show that he was the correct player to draft. I think most managers would be a lot more excited about an A+ player than an A-.

Definitely can, but you shouldn't since it takes much longer.

At current moment top players in BB have TSP = ~120-130 (there exist few players with TSP > 130 but afaik still nobody has TSP >= 140).
And they are drafted as rookies with TSP=50-60 - so it means they received at most ~80 skill points during whole training.
All skills = 1 means TSP = 10 - it is 40-50 less than the best rookies rookies. So You can build player who will have TSP = ~90.
It is enough to play in div I but it is far from top players. Well rounded player with TSP = ~90 needs potential not more than 4 (I'm not sure, in English it is "starter" or something like that) ;-)
