Cap is

30,000 bleachers
10,000 Lower Tier
500 Courtside Seats
50 laxury Boxes

It adds up to a total of 40,550.

You can check it out in the arena expansion feature, just try to add much more seats to a certain slot, it will tell you what the cap is.

The 20k cap is in relation to attendance. Its a soft cap so you can get more then 20k but its difficult.
