Interesting dilema.
Personally I have an excel spreadsheet set up where I can experiment with ticket prices and attendance so as to determine an optimum price and to assist in budgeting. (also helps to give me an idea of who the real competitors are)
Appears early in the season you may have been caught with your prices a little high. (2nd season you lose the attendance boost)
On face value yourself, Broomtime and Nevada Saucers have well balanced rosters with depth, however without looking at the players its hard to determine whether the players offer "bang for bucks"
Having a strong starting five is ok and probably necessary to promote, but unless you have some depth those players will soon lose gameshape.
Having a good Small Forward is a real advantage in this game and IMO is a neccessary commodity if you wish to promote, but is the hardest position to fill or train and is arguably the shortfall of many div 2 teams.
HA's Small Forward Pedrosa, I believe does give the team a competitive advantage over some teams who might have a more expensive roster
By my sums your attendance last game was $269,542 (slighlty less than the $276,824) and your players salaries are $338,413.(Slightly more than the $298,849)
Assuming your merchandise is 40K you should have $85,680 to cover Staff, scouting and profit.
If your not making a profit then your spending to much on staff & scouting.
A common strategy for when you are battling to stay out of the demotion zone is that you only attempt to win the games that you can win and that you dont waste anything on games you cant.
Impossible to give informed advise without having a good look at your players.
At the end of the day Im probably not the right person to advise you anyhow as I had to buy 3 beasts in to promote out of div II.3 and nearly went bankrupt in the process.
Up until then HA was a bit like BroomTime, competitive for a long period of time but not really threatening to promote (At least BroomTime as compared to HA, built a proper size stadium whilst in div2- HA wasted too much money on staff)
Your thought process about having a focus for the season is admirable and I reckon is the way to go.
If the window of opportunity for promotion is not there because of the presence of the likes of Glenelg Tigers, then set other goals such as to develop the stadium to a certain size or to save "x" amount of $ or to acquire a player of a certain type or to focus your training on a couple of players.
Increasingly it is becoming more common for teams to strip their teams for a season so as to save money and gain better quality draft picks.
I dont agree with this defeatist like tanking approach which teams like Carlton, Melbourne, Stkilda and Collingwood have used in the AFL, but in retrospect I could of done this last season and entered this season with 3 or 4 mill in the bank instead fighting in vain to stay up and commencing this season with a negative bank balance.
Last season and the start of this season hasnt been a total loss for HA however as the stadium has grown from around the 14k mark to close to the 20k, a couple of future ABBL standard players were acquired as well as several value for money depth players and lots of managerial experience from the school of hard knocks (otherwise known as the ABBL).
