One of the 20-2 managers finished 2nd in his conference which eliminates him from bot promotion, if he had won his conference with 20-2 he'd have a solid shot at promoting.

I've only seen people saying that about promotion from IV to III. It's a much higher threshhold, as there are a lot fewer bot teams that aren't in position to get relegated in III.
