This may have been discussed before, but I could not readily find it...
Does BB keep track of hidden fractional levels of skill. For example, if I train a player in ID but he doesn't pop, does his (hidden) ID possibly go from 4.1 to 4.3? Or is a skill pop an all or nothing change (either 4 to 5, or it stays at the same 4) based on some age/potential/trainer/PT weighted-probability? I suppose in the long run they are both the same, but it pains me to think that trained players who don't pop have nothing to show for their week's work. Thanks in advance for any insight!

is there ever going to be a way to see the fraction? is there a helper program out there that can see it? or would that be considered illegal?

No, those will be left hidden, presumably because exposing them would expose too many secrets about things such as the training process and the game engine.

I believe some BB Help Programs can give an estimate but that's about it.
