Does having a better passing and handling PG make other players around them better like in real life.

I think handling prevents turnovers better and passing helps players get better shots which makes them score more and therefore better. So try passing

yes i know what the respective skills do. But, for example a proficient JS player will play as a higher rating then proficient with a wonderous passing PG playing along side him then a PG proficient?

I would imagine he would get better shots and so play better, but I can only guess.
