In countries with lots of bots, pro/rel is turned off between the lowest divisions. For example, in the USA pro/rel is turned off between D.IV and D.V which is an entirely bot-filled. I don't know whether this is an automatic setting or has to be manually set for each country.
Morocco currently has 13 teams and 3 divisions, so it doesn't actually need a 2nd division at this instant, but may have needed them in the past. But there are two teams (one in II.2 and one in II.4) that are active.
I suspect that pro/rel didn't happen between D.I and D.II in Morocco because of this problem. Either a manual switch was set incorrectly, or the automatic detection didn't work correctly because of the low number of teams.
In either case, it is definitely a bug.
