So the Utopia starting arena is:
4500
450
50

Just like D.V in USA, but this is D.IV in Utopia.
So should we go D.IV or D.V Pricing?

Any comments, suggestions, amounts, etc on arena pricing strategy are welcome.

but keep in mind that you get easier and probably more wins in USA IV than in a more competitive utopian league IV. good luck
