The Luxury Tax and GDP, while having their issues, seem to be good improvements to the game. I like them, particularly the GDP. The LI M2M dominance should be improved slightly (we'll see) and renting to buy B3 and League championships should be less attractive (again, we'll see).
One thing that still needs attention, though, is the tanking issue. Tanking is not a problem in itself; lots of professional teams do it all over the world, in lots of different sports. However, here is the problem:
If you're in D.1 (or even D.2) anywhere in the world and you're playing every week a 10-50k roster and everyone else is playing 500k+ rosters and you're being beaten by 70 each game... Your fans are going to be pretty unhappy, especially if you're accumulating wealth like nothing else, and even more if you've already got millions in the bank. The only fans that would turn up would be religiously loyal ones or fans for the other team. This would probably add up to a few thousand. Users do this to earn themselves millions and push their way to a brute force win. Even the Miami Heat with the best player in the world right now (bring on the arguments, though I think there should be none) need basketball strategy and management to win it all.
So, the problem is that this behaviour encourages users to sit idly and watch and wait, rather than get involved with each game, curious to see if their strategy might pull off a win.

I think the luxury tax is designed to combat this problem as well.
It might not seem like it at first, but hear me out.
Previously it would require X amount of $$$ and Y length of time to tank down a few divisions, and then have enough capital to build massive teams to just advance up the ranks into Div I.
With the luxury tax, that amount X, is now like, 4X.... a bit like the beer. Disgusting, bitter and only QLD'ers go near it.
And so because you now need 4X amount of $$$, thats going to triple the length of time that you will need to 'tank' for.
So you will probably find teams tanking, and tanking and then... just givin up on the tank idea because its now going to take too long to tank enough $$$ to be able to overcome the luxury tax.
I dont think users will realise this straight away. Current tankers will be the first to experience this..... so i think the trend will take a little while to get over.
IN saying all that - The Fan Survey still does have some issues (which, correct me, didn't they ammend this at the start of last season?) - SO yes.... IMO, tankers merchandise should basically go to zero and attendance should significantly drop.

Hey, 4X is amazing...
Ok, on a serious note, yeah, I see that the luxury tax is an attempt at doing that. The way you get around it, though, is by tanking and training. If you train ID, IS and REB, well... everyone knows that those skills at high levels are the most expensive.
I like the luxury tax idea, I just think that, even if it wasn't drastic, an adjustment (a proper one) to the Fan Survey is warranted.
