How do you decide if a transfer bid is 'above market rate'?

Well one way not to determined that answer is looking at the 'suggested' market price on each player page as 9 times out of 10 it's completely out of whack. At least it is with the more expensive players ($40,000 salary+).

Other than that, common sense works. If the player is clearly bad and someone has bid a huge sum on the guy, the bidder is usually inexperienced or cheating.

Yeah, the only time where this can be considered "normal" is for an 18 YO MVP+ pot. guy, or some other player with a rounded out skill set.

I could find examples where bidding $1 million for someone with a 2K-3K salary could be justified as being close too or around the proper market value. I would guess that it's an 18 year old with extremely high potential but it happens.

It's not just the salary that dictates the proper market value, I would say it's a combination of age, skill set, position, potential, uniqueness of the player, salary and time of the season (market fluctuates).

Don't forget about the second part of my statement guys >.>, it's still a lot of subjective judgment too. Of course an ATG 18 YO would be worth a lot, especially if there were no atrocious skills

A good example of the reverse is today I just picked up a SG that was great for my needs for $53k he was slated in the Market Value for $200- 250, i know this is not huge, however does show fluctuation, I was fully expecting to be outbid but my lazy bid just slid by unchallenged.
