Although the draft ranking page
(/BBWeb/draft.aspx) isn't directly linked anywhere (AFAICT) when it's not ready for use, it should really only display something like "The draft ranking tool will be available near the end of the season" instead of the ranking tool with no data. Users will find the page somehow, and clearly it's not as obvious as necessary that it's not ready to be used:
