I understand that the higher potential rating for a player means higher caps at their first and secondary skills. However, does their potential have any baring on how fast they train or not? Is it just the coach and minutes on the court that dictates how fast they train at their core skills? Just curious and thanks in advance for any feedback.

Potential has no effect on the speed of training.
Minutes and level of trainer dictate how fast they'll train, you want to aim for 48 full minutes of game-play in order to get the maximum level of training from your trainer.
Height also factors into training, the taller you are the faster you'll train in big-man skills, conversely, the shorter you are the faster you'll train in guard skills.

a-o already gave you the right answer, I'll just add that training speed also decreases with age.
