I have two centers that are very close to eachother in ratings, one has slightly better overall skills and the other one has slightly better shot blocking skill. The one with the better blocking skill comes off the banch so he is getting a higher rating, which one should i start.

Hard to say given your vague description of the players in question.

What are their skills? How good is your PF? Could you start them both and have another guy back them up?

Inside Shot: respectable Inside Def.: average
Rebounding: respectable Shot Blocking: respectable

That is the one coming off the bench

Start the second one, bring the first one from the bench, and switch the defensive alignments: your C should defend as PF and your PF as C.
