Cup matches do not count for the 44 needed games to be able to be chosen into the club HoF, but what about playoffs-matches and relegation matches, do they count or is it just only the 22 regular league games of the season?

Playoff/Relegation and Cup matches don't count towards the number of games needed, I just put my only eligible player in my HoF and browsed through all the regular season games he played in since I purchased him and they were exactly 45 games (adding playoffs/Cup they would've been 60+ or so).
