In the Manage Team page I have 3 scouting points available. When I go to my Draft and Scouting page I have none. Is this a bug?

No, the 3 points will be available for the next draft.
Once the draft list fpr season 15 is available, you can use these scouting points.

We have both said a lot of things that you are going to regret.
