It's a numerical value that sums up a player's overall skills. It is HEAVILY influenced by "practice this week".

So, what would be a good/bad range? I have some rookies who are at around 4500 but my veterans are around 30000+, even though my rookies often practice a notch or two better.

It changes every week.
I do not pay any attention to it because I don't consider it a good guide to the player's ability.
Just look at their practice this week and at their skills to see if a player is worth playing or not.
