It really, really depends on the relative skills and stamina of your players. If you have a low stamina, low skill player being backed up by a very good player it will be a more even than if you have a star player with high stamina starting with a scrub backing him up. (of course, game shape factors into this as well)

How close the game is will also impact minutes. Once you pull way ahead you can expect the coach to clear your bench.

from my own experience, having 10 players, Starters get 30+ mins with back-up getting the rest 10+ mins

but in blow-out mode i get Starters 27mins with back-up 21 mins

Fair enough. Is there a way to control how many minutes guys get in a game?

I'm doing one position training this week on ball handling. One guy had 35 minutes last game, the other guy had 13. I want to make sure those guys can get to 48 minutes each so I can train a third guy during my scrimmage. Is this even close to being possible?

It depends on your players´ stamina. In my team it goes from 40-8 to 24-24.

There's no exact way to make it happen but you can just try starting the guy who had 13 and backing him up with 35 minute dude and hope for the best. I would also try not to blow out the other team or get blown out.

When I one position train I just dress nine players and have the training position play the full 48 in one game. It's not ideal for winning games but it maximizes my training.

Managing minutes in this game is hard and involves a lot of trade offs (i.e. better training for worse game performance). It's an intentional element of the game design and makes it a better game.
