I am currently 8th in my division, but have a better record than several teams in the other division, will i pick before or after them?

You will pick after them. Currently you own the 4th pick in the draft, since you are 13th overall.

However, since it appears the Birdmen are managed by a computer player and Orlando Magics 2 haven't logged in in almost a month, you may essentially get the 2nd pick. Hope you have devoted some money into your scouting department. Good luck!
