I see tons of players with Hall Of Famer potential but I have yet to see any All Time Great rating of potential. Are they any out there or is it extremely rare like winning the lottery?

Well it is has to be somewhat realistic. There are quite a few Hall of Fame players from the NBA but there's only 1 Michael Jordan ;)

There are 17 on the transfer list at the moment, so although they are rare, they aren't so rare that you barely see them.

Like in real basketball there are many players with great potential. But there are few who can maximize that potential (like Jordan), depending on training, willpower, injuries etc:)
