I made a massive expansion on March 10th that was supposed to take 58 days. Today is day #58 and it says that I still have 17 days left. How come my expansion is taking so much longer than it was supposed to?

It is an estimate, so I guess you just got unlucky. Maybe the materials for the seats got held up on the boat ride over and so there was a small delay :P
