Iirc stadium fills from the expensive seats downwards, and there is somewhat of an attendance cap. Which is why iirc people usually don't build their stadium above 23k or 25k or something.
There is a sweet spot for every tier, which is a balance between price and attendance. Try using
http://www.buzzer-manager.com. They have an attendance calculator there which is pretty reliable.
