I calculated some of the leagues using the NT scouting program developed by RSX and I get:
Rank; Country; Salary; DMI
1; Australia; $11,875,007 (100.0%); 55,443,000 (99.3%)
2; Germany; $11,807,890 (99.4%); 55,834,600 (100.0%)
3; Israel; $11,781,547 (99.2%); 54,951,800 (98.4%)
4; Italy; $11,332,380 (95.4%); 53,044,600 (95.0%)
5; France; $10,907,137 (91.8%); 51,967,200 (93.1%)
6; Spain; $10,556,222 (88.9%); 47,823,600 (85.7%)
7; Philippines; $10,554,850 (88.9%); 49,932,500 (89.4%)
8; Canada; $10,547,175 (88.8%); 48,975,700 (87.7%)
9; China; $10,533,131 (88.7%); 47,190,100 (84.5%)
10; Portugal; $10,518,655 (88.6%); 48,279,400 (86.5%)
11; England; $10,333,033 (87.0%); 48,509,300 (86.9%)
12; Poland; $10,176,630 (85.7%); 48,858,800 (87.5%)
13; Belarus; $10,125,732 (85.3%); 46,819,900 (83.9%)
14; Bulgaria; $10,120,097 (85.2%); 46,963,900 (84.1%)
15; Brasil; $10,031,139 (84.5%); 46,615,900 (83.5%)
16; Turkey; $9,971,328 (84.0%); 43,962,500 (78.7%)
17; Greece; $9,931,694 (83.6%); 46,932,800 (84.1%)
18; Hong Kong; $9,884,383 (83.2%); 44,890,400 (80.4%)
19; USA; $9,830,449 (82.8%); 46,238,100 (82.8%)
20; Lithuania; $9,741,998 (82.0%); 45,856,500 (82.1%)
21; Austria; $9,615,895 (81.0%); 44,066,300 (78.9%)
22; Estonia; $9,469,893 (79.7%); 43,488,300 (77.9%)
23; Sweden; $9,466,480 (79.7%); 45,363,500 (81.2%)
24; Argentina; $9,228,033 (77.7%); 42,628,800 (76.3%)

It's possible that there are D1 which were not considered but I doubt there are others with over $10 million salaries or 50 million total DMI.

According to this the hardest leagues are Australia, Germany, Israel, France and Italy as they top the charts both by total Salary and total DMI. Philippines are probably the only other league in the conversation as they are the only one close to 50mil DMI.

Note that DMI should be pretty much standardised at the moment as every player had its salary updated and GS reset to 7.

It would be interesting to know what is the concentration in the top 3 teams for each of these nations, but unfortunately the tool's output does not include the name of the teams.

Excuse me! Were is Serbia?:-) .... I'm joking

High salaries can also prove about mismanagement of money BTW Salaries are changing during the season.

Actually we should count the sum of players skills.

I think league is as strong as 3-4 best teams from this league. It doesn't so important how high salary have teams number 15 or 16.

Let's choose the best 2-3 teams from each country and compete in Private League Let's solve it on the pitch:-)

A completely fair point and I agree. That was the reason I proposed to use average bbstats and standard deviation for each league members' competitive games (including cup games).

I don't agree with this. I think you just need 1 team better than yours and even if you have the second best team in BB, you may not win anything. Using 3 or 4 is convenient to proving your point but it is not the core of the problem. Why not use 1 or 2 or 8 teams then? For one, winning in a league with a dominant team with all the key NT players would be even harder. Also, leagues where the bottom teams are stronger are generally more challenging in my opinion: it's harder to manage minutes (less garbage time) and it's also harder to mix up the lineups to win both league games in a week.

I'm not familiar with how private league games work, whether it's affected by Enth, but I assume they are affected at least by GS. As I said to your fellow countryman, if you sterilised enth and GS and did a league like that you'd probably find the best teams, not necessarily the best league and not even the best manager (as you'd take away key parts of team management). Unless we all agree that the best league is the league with the top 2 teams, as far as players go.

I'd agree with you that they could remove home court from BBB and use an ad hoc enthusiasm which is built up on BBB games independently from league games. This would somewhat level the playing field, although it would still be down to chance to get opponents that you could TIE in BBB...
