Yes.
My calculator changes negative numbers to zero (to solve this problem).
But practically I don't see problem to use negative value of Potencial Score for very weak players. In this way we know how far are they from cap.
It looks like every 10 pops (one in every skill) cost players one level of potential. And we have 4 level of potential for free (so player with all skills = 4 has potential score = 0).
Player with all skills = 5 has potential score = 1
all skills = 6 -> potential score = 2
etc
all skils = 14 -> potential score = 10
all skills = 15 -> potential score = 11
So theoretically it is possible to have player with sum of all basic skills = 150 (10 x 15). Even little better if use combination with higher levels in "cheaper" skills.

Yes, I use 0.001, but the problem is when you want study the effect in the potencial with 1 week of every training, or if you want add sublevels or levels and see the value of this changes.

I don't see problem. You can study difference in potential anyway. It always will be the same, no matter if You use -4 or -5 offset in formula.

For example the total potencial could be lower than the potencial of add levels.

I don't understand what You mean. I scaled only formula discovered by Josef so every problem which You see in new formula exists in old formula as well ;-)
And please note that little inaccuracies in factors always will exist.

This could be confused for average users, the same with negative potencial.
Because we have 4 levels of potential for free. And when potential score is under zero it means that player doesn't exploit true potential, he still uses free potential.

It's hard to explain.
Generally it isn't big problem but...
Numbers are uniwersal. Other texts are practically intuitive. And translation from google maybe isn't perfect but on the other hand isn't very bad (very often better than my translations) ;-)
Problem is that I believe in conspiracy theory of world. And therefore every user is potential opponent (or even enemy) and therefore it is better not to help him. And therefore it hurt me and I almost cried when I pasted this link on forum.
And yes, I wish it were a joke.
