i think it could be said that a balancing "skill" for older players is experience. i get the impression that experience can help players make the most of what they have, even if what they have is a diminishing resource. one form this effect can take is to make player's performances more consistent game-to-game. i can't recall a thread discussing this, so my impressions could be incorrect.

I have a pretty good player who is 31, wondering if/when his skills will decline next season?

Probably not and if then only a little. I think 33 is the crucial age. And of course there is a spec of a trainer that can hinder the decline.

Is there an age limit before a player decides to end his career or is it different from player to player?

they never retire, unless you fire them. So it happens there are 50year old farts in the game. But at age 33 all players starts to lose skills, the more they age the faster they lose them.

Players never decide to retire, they'll stick around and draw a paycheck for as long as you'll let them (greedy basterds).
