When will the draft list be available?

I have spent $20000/week on scouting, and want to be sure that I draft a good player. some help plese

Draft list is available at the end of the regular season. Then you will have 2 weeks to rank your players while the playoffs take place. The draft occurs The Monday/Tuesday after the playoffs end.

I haven't actually done a draft yet but I think I read somewhere that the list is available for at least a week.

Was that changed? I thought it became available after the all star game.
