I'm watching my game live but it stalled the scoreboard up top is progressing, but even when I refresh the view live it is still stalled, is this normal?

The live game viewer is currently bugged with some internet browsers, and has been having the problem you've described.
It is working fine with some browsers; for example, firefox.
